1. Overall goal
By adjusting the 2018-2020 large-scale medical equipment allocation plan, we will further optimize the allocation of large-scale medical equipment, promote the scientific and reasonable layout of medical resources, adapt to the needs of the new situation in the construction and development of health and health undertakings, and better meet the needs of clinical diagnosis and treatment, medical research and the people's multi-level and diversified medical services, implement the concept of people's health as the center, and comprehensively promote the implementation of the Healthy China strategy.
2. Main principles
(1) Comprehensively promote epidemic prevention and control and economic and social development, optimize the supply of medical services, promote the innovation and development of medical technology, adapt to the needs of the people for a better life, and win a decisive victory to build a well-off society in an all-round way.
(2) Give full play to the important role of large-scale medical equipment allocation planning and management in the regulation of health resources, promote the scientific flow and rational layout of health resources, and connect with the next round of large-scale medical equipment allocation planning in an orderly manner.
(3) Accelerate the clinical application of new equipment and new technologies, enhance the emergency treatment capacity of major public health emergencies, promote the quality and efficiency of medical services, and ensure the safety of medical services for the people.
(4) Support the standardized and healthy development of social medical services, promote the accelerated development of a diversified medical service pattern, and meet the diversified, differentiated, and personalized medical service needs of the people.
3. The main content of planning and adjustment
After adjustment, 12,768 large-scale medical equipment of Category A and B are planned for 2018-2020, of which: 281 large-scale medical equipment of Category A are planned, and 12,487 large-scale medical equipment of Category B are planned.The specific items and regional quantity distribution of large-scale medical equipment planning are shown in the attachment.
4. Relevant requirements
(1) All regions are requested to adjust the situation according to the plan, take into account the actual situation in the region, and urgently study and formulate specific implementation work plans or work plans, strictly follow the requirements of relevant laws and regulations, and do a good job in the management of large-scale medical equipment configuration permits to ensure the timeliness of the implementation of the plan.
(2) Further deepen the reform of “deregulation service”, implement various requirements, continuously simplify procedures and optimize processes, and improve service quality and efficiency.
(3) Support the standard and healthy development of social medical care.Implement reform requirements such as the implementation of a notification commitment system for the allocation of Class B large-scale medical equipment for social medical offices, and the implementation of a record system for the allocation of Class B large-scale medical equipment for social medical offices in the pilot free trade zone, and support the allocation of large-scale medical equipment for social medical offices.
